Account Portal - PrePayment Option Added (14085) [Enhancement]

A PrePayment field has been added to the Make a Payment screen in the Account Portal as well as to Quick Payments. After a customer has entered a prepayment amount and processed payment, the excess funds are available for future balances to deduct from.
